21st Century Community Learning Center’s After School Safety and Enrichment for Teens Programs (21st CCLC ASSETS)

Background
The 21st Century Community Learning Centers program (21st CCLC), authorized under the federal Elementary and Secondary Education Act (ESEA), received its first appropriation in 1996. In 2002, the California Legislature established the 21st Century High School After Safety and Enrichment for Teen Program (ASSETS) to address the specific needs of high school aged youth. California is unique among other states in that they have earmarked 1/3 of their 21st CCLC allocation to ASSETS (California Ed Code Sections 8420-8428 and 8484(h)).

Program Elements

  • Academic Assistance: CAHSEE prep, homework assistance, college preparation, remediation, ELL support and tutoring in core academic subjects.
  • Enrichment:  community service, CTE, job readiness, fine arts and music, physical activity, entrepreneurial skills, youth development
  • Family Literacy Services (loosely defined): Parent literacy, GED classes, employment and interview support, trainings to support their children academically

Program Requirements

  • Operate a minimum of 15 hours per week
  • Provide a nutritious snack and physical activity element
  • Programs have an option to operate through the following modes:
    • After school only
    • A combination of after school, before school, weekends, summer, intersession and vacation

Staffing

  • 20:1 ratio
  • All ASSETS staff who provide direct supervision to students must meet at least the minimum qualifications for an instructional aide in the school district in which the participating high school is located

Reporting and Accountability Requirements

  • Attendance and fiscal reports
  • Program Evaluation
  • Annual Performance Report (APR)
  • Categorical Program Monitoring (CPM)
  • Annual Audits
