Giving children's learning a HEART: September 20, 2007, By Gerald Carroll, Staff Writer. This year, HEART has 240 employees and the budget has mushroomed to $6 million in Tulare County. It serves 21 schools, including 17 in Visalia, Pro-Youth officials say. Proposition 49, passed by voters and signed by Gov. Arnold Schwarzenegger in 2005, provided $500 million aimed at establishing after-school programs at every elementary school in the state. Read More
